Win7 capped down load speed

Odd one.  I have 3 PCs running windows 7.  Two are still running the release client and one running a retail license.  The retail version when i run a speed test jumps to 10 meg down and stays there.  The others running the old release client work their way to 20 -22 meg down which is my provider max speed. 

Spent an hour with the Fios guy without solution.

Updated all drivers on the pc

Did several tweaks (upload speed was increased) but download remains maxed at 10 meg.

One of the RC computers is wireless and the other two are both hard wired to the router.

The retail version is an AMD phenom 2 quad core 3.0

8 gig of ram

64 bit:

the others are far less than the above one.

Any help is appreciated

Hey John, 

What is the program you are using to download? 

Does the download speed remains same for all the applications that you try to download? 

The download speed depends on several factors. Few among them are: 

1.    Bandwidth provided by your Internet Service Provider.

2.    Network adapter drivers which you have already updated.

3.    Security software installed on your computer.

4.    TCP/IP that defines the language that your computer uses to communicate with other computers. 

I would suggest you to try resetting Internet Explorer (IE) & register files. 

  1. Click Start, please type "inetcpl.cpl" (without quotation marks) in the Start Search bar and press Enter to open the Internet options window.
  2. Switch to the Advanced tab.
  3. Click the Reset Internet Explorer Settings button.
  4. Click Reset to confirm the operation.
  5. Click Close when the resetting process finished.
  6. Uncheck Enable third-party browser extensions option in the Settings box.
  7. Click Apply, click OK.
  8. Restart IE.

Also temporarily disable Windows firewall and any other security software installed on your computer. 

Note: Enable it back once you have finished testing your computer.

    OK decided to really check out the cat5 situation and found a bad spot on the wire coming off the modem before the router.  Swapped it with a new one and damn.  25 megs down it is.  Thanks for all the help!

    I use any # of sites to test connection speeds

    I use firefox as my browser, as all the needed plugins for IE 64 are not available (see adobe flash)

    I turned off the firewall, but there was no change

    I turned off windows firewall and defender and ran the test - no change.

    I reset IE, and ran the speed test through it, and came back the same - 10 down.

    Its pretty weird; the pc 2 feet away is running win rc 7 and gets 20 + down

    My fios package is 25/25, so seeing the 10 meg down raised an alarm.

    It really seems like the speed is capped as on www.speedtest.net it jumps to 10 and stays there for the few seconds the test runs.  the other pcs jump to about 17 and work their way over 20.

    Any help is greatly appreciated.
