Scrolling problems with Vista

When I try to scroll, either up and down, or left and right, nothing happens. It acts like it will scroll - it starts to move, but then goes back to the top. This happens whether I use my mouse, or the touchpad on the laptop. This only started happening within the last several weeks. It happens when I try to scroll through My Documents, Pictures, etc... It doesn't happen with IE. Also in certain windows, I can't use pull-down menus.

 Thank you for your reply back!

 Sorry you are experiencing this problem.   I would suggest trying to perform a system restore to a point prior to having this problem.  Have you made any changes to your operating system prior to this problem starting?   Also, have you scanned your computer for malware/spyware?

 Using the System Restore tool may not necessarily help you determine the issue. The System Restore tool uses restore points to return system files and settings to an earlier point in time. You can use it to restore the operating system to a point in time in which you did not experience the issue. When you use System Restore to restore the computer to a previous state, programs and updates that you installed are removed.

    DO you have a ny other suggestion ---- i have restored but it still happens.  The same time this happened I have developed a problem saving anything ---- example - when i go to save a new doc ---- I can't  type in the file name field.  I type the first letter lets say R and it pulls up all existing files that start with R --- i can't delete and type or anything

    Were you ever able to fix this issue --- I have the same problem - started 2 weeks ago --- I have done everything including system restore ----- what is the right way to fix this..

    Step 1 did not work. Note: when I proceeded with the steps in Step 1 and got to #4, everything was already disabled. So I Enabled All and then Disabled All.

    Step 2 and 3 make no sense. This isn't an issue with the mouse. I can't even use the up/down arrows to select something because if the thing I want is not visible in the window, then I can't move that far down. It will automatically move to the top of the items being displayed.

    Welcome to Microsoft Windows Vista community forums!

    Any changes made to the computer prior to the issue? Any hardware or software installed?

    Please try these steps:

    Step 1:

    Try performing a clean boot. Follow the below steps:

    1. Log on to the computer by using an account that has administrator rights.
    2. Click Start, type msconfig.exe in the Start Search box, and then press ENTER to start the System Configuration Utility.If you are prompted for an administrator password or for confirmation, type your password, or click Continue.
    3. On the General tab, click Selective Startup, and then click to clear the Load startup items check box. (The Use Original Boot.ini check box is unavailable.)
    4. On the Services tab, click to select the Hide all Microsoft services check box, and then click Disable all.
    5. Click OK, and then click Restart.
    6. Check if you still have the issue.

    Step 2:

    Go to the Device Manager.

    Uninstall the mouse.

    Then using the “tab” key, go over to “scan for hardware changes”.

    Once it is highlighted just hit enter and Windows will reinstall the mouse driver.
