Error 1406

I have used MS Office 2003 (professional) for the past 3 years successfully. I recently had to uninstall it (for other reasons) and when I went to reinstall it, I received the following message: 

**ERROR 1406. SETUP CANNOT WRITE THE VALUE TO THE REGISTRY KEY \CLSID{13DE4A42-8D21-4C8E-BF9C-8F69CB068FCA} VERIFY THAT YOU HAVE SUFFICIENT PERMISSIONS TO ACCESS THE REGISTRY OR CONTACT YOUR INFORMATION TECHNOLOGY DEPARTMENT FOR ASSISTANCE.**The MS Office 2003 disc is the original disc which I purchased and used perfectly in the past...... I have also tried totally uninstalling, turned off and rebooted the computer, and reinstalled - all to no avail............ I am also the administrator (and the only user) on this computer......... When I "ignore" the error window, I can install and successfully use Word, and Excel but I can't use Power Point or Outlook (e-mail)....... As far as I can see, all other program are performing perfectly. In addition, this same disc has been installed and is working perfectly on my laptop.............. I have contacted HP (the computer manufacturer) and they are a total loss. Even though the disc is the original disc and has been successfully used, they say that there is something wrong with the disc...................

Any help would be most gratefully appreciated..................

You may need to run the Windows Installer CleanUp Utility

    Running Windows installer CleanUp Utility does not fix this problem.  It only necessitates having to re-install many of your applications.

    I have researched this matter and still come up empty.  I have tried fixes like some web sites show, even right clicking and running install as administrator, but no relief.  Now I cannot get into any office programs.  I think this is hopeless.

    I have tried to find the proper procedure to follow for loading MS Office 2003 Professional on my computer which has the MS Vista Premium Home system on it. All the references in the referenced help site refer to Windows XP, 2000, etc. but not to Vista.................... Help, please.............
