musgoodw, the best suggestion that I can make is to just play with the 'mouse' settings.  Just type mouse at the Start menu.

By default, a Synaptics touchpad has a vertical scroll area at the right of the touchpad; some driver versions also enable (by default) the horizontal scroll area at the bottom.

Both can be changed for enabled/disabled, amount of space used, where they are, scroll speed, and a lot more in the Synaptics config.  You'd be pleasantly surprised at just how much you can configure one.  ;)

HTH,

Chris

In mouse properties (you can access by clicking the synaptics icon in your tray if its there) go to device settings... then you have to click on the "settings" button there next to the enable & disable buttons... expand "virtual scrolling"... click "scrolling regions" you can drag the regions to completely hide them in effect removing them or you can make them smaller. The other answers people gave you were pretty vague... hope this helps. God bless!

So its only been about 7 years since you asked this question but I had the same problem.  I went to the mouse manufacturer website (in my case Logitech) and downloaded their mouse software.  I was able to set the left and right scroll to do nothing.  problem solved

Finally an answer that worked. Thank you, Thank you, Thank you!!! One point, in Outlook 2007, "virtual scrolling" is not an option. The responses are "scrolling" "One-Finger Scrolling" and then "scrolling region" I only had to remove the scrolling region on the right hand side to get rid of the pesky icon.
