Windows 7 non-unicode language problem

Hi, I am using windows 7 home premium 32-bits(or at least something similar) and I have a problem with non-unicode language. I often uses Korean and it often displays bunch of ????, when I uses Korean program that does not support unicode. I set the regional setting, non unicode to Korean and still experiencing same problem.

Some say if I change the locale to other language and change back to Korean, it should work. but it didnt.

Some say if I reinstall font package for Windows 7, it should fix the problem, but it seems there is no official font package available on the internet. Where can I find?

If those are not the solution, then what should I do to fix it?
