error 0 running command setup.exe

I get the above error while running a self extracting zip file. The software originates from an insurance co and occurs during installtion. I would appreciate any suggestions. I have tried everyhting from the various websites. BTW, my OS is Windows XP.Thanks.

    Are there any problems with that file, have you tried downloading it again?

    What does right-clicking on the file and looking at the Properties tell you about the file?  What does it say about size, is it zero?  Is there any Unblock check box down at the bottom?
