Thank You very much. This did the trick. There were two Msiexec.exe running. I was able to stop both, although when I deleted one the other seem to back it up. I had to stop both very quickly and that worked.

When trying to uninstall or repair programs, I get the message "an installation is already in progress, complete installation before progressing" I am not in the middle of installing any programs. I have rebooted a number of times. It is error 1500.

You have more than one instance of Msiexec.exe running on your computer. This could be the result of malware. Press Ctrl + alt + delete to open task manager. Scroll down the list and attempt to locate multiple Msiexec.exe files. Right click and choose "End Process". Run full scans with the malware scanners on the links below. These are free scanners.
