Replace Windows 7 System Files

I need to replace and register IEFRAME.DLL as it has been corrupted and SFC /scannow will not replace it stating it is unable to repair this file and this is also affirmed in the CBS.log file.  How does one find the DLL files that were once in I386 and expand them, and second this seems to be an ongoing issue with Windows 7 that this file corrupts, thus causing Internet Explorer 32bit crashes that further expand downstream to an inability to install anything excepting older install technologies, i.e. old software.  I also will save time for cut and paste MVPs,

1.  A repair install is never an option if steps can be taken to fix this and this has happened before and a clean install is not either,

2.  System repair, resetting IE settings and removing add ons have not fixed this,

3.  There is no malware, spyware and/or virus issues,

4.  This is a typical error, you can replace multiple applications in place of XXXXXXX.exe, in this case it was IEXPLORE.exe that was the victim of it.  Why the heck did Microsoft make IEFRAME.dll so near and dear to multiple important programs?  I would love to hear a reason.

Windows6.1-KB2183461-x64 installs the file IEFRAME.DLL version 8.0.7600.16625 that immediately leads to this problem.  Uninstalling this under PROGRAMS and FEATURES, and finally "View installed updates" KB2183461 resolves it but leaves multiple security vulnerabilities, this is ridiculous.  If anyone has a comment and/or question please post as the typical solution would be to reinstall and then update, this means a constant repeat of this problem that I suspect is affecting multiple people and also is responsible for "There is a system repair pending which requires reboot to complete," errors for the startup repair, the sfc /scannow errors involving inability to repair files and IEXPLORE crashes.

The reason SFC can not resolve this is that it will not replace it with an older version and since this fix updates the file toversion8.0.7600.16625 it is by design.

Problems solved:

1.  MSI Installer issues, i.e. can not install programs

2.  IEXPLORE crashes

3.  System repair pending issues using SFC during startup repair

4.  General instability and random issues including Exception code: 0xc0000005 issues that seem to point to hard disk and/or RAM issues.

This is a major faux pas.
