You said "It doesn't seem to be Regional Settings"
Can I ask you to check your regional settings again using the following steps (just to make sure you didn't miss something):
- Go to your Start menu.
- Select Control Panel .
- If in Classic view click Regional and Language Options . If in Contol Panel Home view directly under Clock, Language, and Region click Change keyboards or other input methods .
- Proceed to the Keyboard and Languages tab and click Change Keyboards . (Note: This may take a few minutes to come up)
- Make sure the keyboard you have selected is "EN English (United States) and the keyboard language is US. If you need to get clarification on the keyboard layout just click properties.
