Cannot Start Background services

I have tried to installed Plug in Suite 5 and I keep getting an error code of "Cannot start backgrouond Services - 11" .  If I go into services.msc and look at the Windows Event Log it will not start. When I attempt to start it I get an error code of,  "4201 The instance named was not recognized as valid by a WMI data provider."  What is the problem with my Windows 7?  My UA are set to not notify and when I install the program I shut off my virus and spyware just to make sure it was not interfering. Still no luck.  Any help would be appreciated.

As far as Plug in Suite 5 is concerned have you tried right-clicking on the Setup.exe of the program and selecting the "Run As Administrator" option?

Some things to try for this problem, "4201 The instance named was not recognized as valid by a WMI data provider."

"I researched several forums and none of the suggestions worked.  So I compared the folder permissions to c:\windows\system32\logfiles\wmi\RTbackup to a working machine.  Navigate to RTbackup properties and check security settings.  It requires SYSTEM - full control.  I added this permission and rebooted PC to fix the issue.  I can now access my event viewer".
