no, the xp disk won't help because there is nothing wrong with the operating system.
to test the theory, try booting up in safe mode and test drive windows.
if there is no issue in safe mode, then the windows system files are intact and the xp setup cd won't make them any better.
but at the same time, if the issue doesn't arise in safe mode, then this implies that the problem is the result of a third party program, i.e. non microsoft software, that wasn't allowed to run in safe mode.
incidentally, when data failes to load or files can't be found by windows, it is not necessary a bad thing.
the message is simply indicating that something was not able to load in memory and run but otherwise windows itself is running ok.
the above may have been the result of your antivirus zapping an infection and the residual data is trying to run / load data that is no longer on the disk.
or you may have uninstalled a program and the un-install process left your system dirty.
in most cases, the dirty or residual data is evident via the msconfig panel. but since you executed a clean install, it is unclear what is try to start up when the desktop loads up.
in anycase, test drive your system via safe mode and how xp performs.
