Support for Windows Server 2003 already ended so you should consider using supported version of Windows Server or the latest one.
However, you may check event viewer and review log files to see if there is anything related there.
Also check and see if you are able to ping those devices?

May I know how did you access to the shared folder on Windows 2003? By \IP\shared folder or \hostname\shared folder?
Is there any error message when you access to the shared folder? If yes, please provide the screenshot for further troubleshooting.
Then please check SMB client log and SMB server log to see if there are something related for us to troubleshooting:
e.g. Windows 10 access windows 2003 shared file, then Windows 10 is SMB client and windows 2003 is SMB server.
As Reza-Ameri suggested, support for Windows server 2003 has ended, Technical assistance and software updates from Windows Update that help protect your PC are no longer available for the product. Microsoft strongly recommends that you move to the lasted version to avoid a situation where you need service or support that is no longer available.

2022-07-28T10:33:42.857+00:00 This question arises for me mostly when the customer needs to migrate to W10/W2016 and etc.
Rest assured we have no way to push Customer to buy new equipment while the existing is working.
And when the upgrade happens Microsoft makes it PAINFUL to retrieve data from the old System.The talk about "no longer supported" and "upgrade" is NOT PRODUCTIVE when you are TRYING TO UPGRADE and get ROAD BLOCKS from MICROSOFT.
There should be a SOLUTION offered by Microsoft instead of creating obstructions.
