To get to safe mode you usually press the F8 key when the computer is starting to boot and select the Safe Mode option from the Advanced boot menu.

A description of the Safe Mode Boot options in Windows XP

You usually notice that the display quality is poor when you are in safe mode and that things look and feel differently, because the video drivers are not loaded you will notice that opening menus and changing from one window to another is usually slow when in safe mode and that the Command Prompt scrolls slowly.

You can also try to start the Print Spooler service and see what happens, you can do this at a command prompt:

1- Click on the Start menu and then click on Run and type   CMD  in the Run box and press on <Enter> or click on OK.  A DOS like command window will open.

2-  At the command prompt type:  net start spooler  and then press on <Enter>

3-  If you get a message telling you that the service is already started, or if you get a message telling you that the Print Spooler service is starting you are not in safe mode, the print spooler service cannot run or be started in safe mode.

4-  If you are in safe mode you will get a message to the effect that the Print Spooler cannot be started in safe mode.
