Argument/Command To Confirm Windows Security Pop Up

I am attempting to run a scheduled task that calls a simple executable. Once the executable runs, a Windows Security pop up prompts with "Allow" and "Don't allow" as the options. It also does NOT run as the focused window as well. Note that the "Don't Allow" in the GUI is auto-highlighted.

The Windows Security pop up states:

"Credential Required
Do you want to allow the app to access your private your private key?
Key description: CryptoAPI Private Key"

What does this "simple executable" do? What if you run a different .exe? Like whoami.exe, or notepad.exe.

What account is the task running as? The desktop user?

If the .exe requires UAC elevation, do you have "Run with highest privileges" checked for the task?

This particular pop up is not UAC to my knowledge. Even with "Run with highest privileges", I get the message prompt. I have attached the exact pop-up.

Sorry Moto... The "simple executable" I referred to is just a third-party application that automatically downloads reports from a repository on the web. The application has a simple shell for configuration of report types and the executable runs the application in cmd. The authentication process included username and password and then a verification of the installed certificate which is what the pop-up is asking to verify that the connection is authorized, hence the "Allow/NotAllow" option.
