turn off cursor-scroll-circle-context thingy

I don't have any idea what this is called. I tried searching for a solution on the web but got nothing.

When I'm using my tablet pen to scroll a document I often click on the scroll bar drag box and drag the page around. When I'm reading I have a tendency to click and hold on the drag box before I'm completely ready to jump to a new location. This causes a small circle to appear at the tip of the cursor and a 'scroll context' menu to pop up.

I find this EXTREMELY annoying. Can someone tell me how to turn this stupid little talking paperclip off? :(

For anyone who may be interested, I found a solution to this problem.

It turns out that it was a touch tablet setting. To turn this 'feature' off go to the Control Panel, select "Pen and Touch" and under Pen actions in the Pen Options tab select "Press and hold" then the Settings button. In the dialog uncheck "Enable press and hold for right-clicking".
