How to deploy VMware vSAN Witness virtual appliance in Azure?

Azure migration does not work to migrate the VMware vSAN Witness virtual appliances. It is a VM with ESXi as operating system. Can it be deployed in a VM using nested virtualization? CloudSimple is not an option in my case.
Thanks for those who can shed a little light on the subject.

    Nested virtualization is the ability to run a virtual machine inside another virtual machine. It's required for running hypervisors like ESXi within a VM. You would need to verify if Azure has introduced support for nested virtualization in the VM sizes you plan to use.
