SharePoint 2007 Central Admin Cannot view Policy for Web Application

Hi All,

I have been a local administrator in Server and Full-Control in SharePoint 2007 Central Admin . But I cannot view Policy for Web Application section in SharePoint 2007 Central Admin, May I ask for help?

And what can I view/create a Policy for Web Application section in SharePoint 2007 Central Admin?
