If you have a 3rd party Network manager get rid of it and try to reorganize the network again.
Some 3rd party firewall if Not configure correctly can cause this issue as well.
Changing Network name and deleting unused Networks.
In the Network and Sharing Windows just under View active Networks.
By clicking on the icon itself (under View Your Active Networks).
A window opens that let you change the name, and link (down left) to click on, and Merge, or Delete Networks.

Clicking on the Network type (the link right to the Icon) will open the Network type selection, and you can change Network type.
****Alternatively, Disable or remove the Network cards, and boot the computer one time with No Network cards.
Then insert enable the cards again and get a fresh start.
