C:Windows\system32\Config\systemprofile\Desktop is not accessible. Access is Denied.u

I got this error message once login after a window update "C:Windows\system32\Config\systemprofile\Desktop is not accessible. Access is Denied."  I am using Windows 7 Home Edition.

My desktop becomes black.  All my icons are gone.  The toolbar at the bottom became grey.  How can this be resolved?

I had once unable to access my user account.  Are these occurrence related?

Thanks

My screen didn't turn black. I successfully login to my account, but all the personalization was gone, and the error message came up

I have the same problem in Windows 8.1 Pro.

I am amazed that nobody from Microsoft have answered even from 2011 to this issue !
