CLI.exe - .NET framework Initialization Error

Original Title - When I try to run ATI's Catalyst Control Center, I get an error message

Error Window is titled 'CLI.exe - .NET framework Initialization Error.  Message is 'Windows XP is 'unable to find a version of the runtime' to run this application.

I just clean booted the hard drive, reinstalled XP Home, and am trying to reinstall the driver for my video card.

    **1. Which service pack is installed on your computer?**I would suggest you to refer to the section “Cli.exe - Application error - The application failed to initialize properly" in the below provided link and check if the steps provided assist you resolve the issue -

    meghmela, the link you posted for AMI won't let me pass without a user name and password.

    I have the same problem and am running version 4 of the .Net Framework. Any additional help you can  offer would be appreciated.
