For the first issue, I am conducting internal discussions and testing to confirm whether the forwarded emails that cannot be searched are related to the previous known issue. If there is any update, I will update it in the previous post. For the second issue:
How many users have encountered this issue?
Can the mailbox receive and directly send mail normally?
Have you made any changes to Exchange or Outlook settings before encountering this issue?
According to my research the link you provided and other similar cases. This issue does not only occurred in Outlook 2016 on Exchange 2019. To further confirm whether it is a similar issue as previous known issue, please try the following steps:
- Please try to re-create a new outlook profile, then hold the Win+R and type “outlook /safe” in the Run to start Outlook as safe mode. Safe mode will disable add-in to rule out the possibility of add-in causing the issue. Then try to send the forwarded email again.
- If possible, please try to send the forwarding email on OWA and Outlook in Cached Mode. Then see if the same issue occurs.
- Please try to change the message format from HTML to RTF.
- In the message window, open the Format Text tab on the ribbon.
- In the Format group, change the selection from HTML to Rich Text
- Try to send the email and see if the issue is resolved.
There is a similar case we could refer to, we could see that in the fourth page, this issue has been fixed and Microsoft’s engineers will fix the code later to ensure that there will be no further impact after the re-introduction of the environment. If the Exchange server not the last version, you could try to upgrade the Exchange server to the last version: Outlook operation failed
