I am having trouble seeing Latin characters when using NotePad and WordPad in Win Server 2012 R2. The character in question is a Latin Small Letter Insular T (Ꞇ). I can see the character in Windows 10 but not Win Server 2012 R2.

Did you changed the guest machine to Latin display language and add Latin language pack into guest machine?
Try to check with those actions to avoid lack of language pack issue.
