Did you look in the folder listed in the message box? The files there may give some clue what file that may be missing.

Please help me to install SQL server 2019 Express. 
I tried Basic as well as Custom installation but getting same error.
I tried to uninstall and install again but I am getting same error.

I would suggest you looking at the Windows event log and SQL Server installation log file to find out the more specific reasons. This may help you find out which file that is missing. Please refer to View and Read SQL Server Setup Log Files.
In addition, you have tried Basic and Custom option, suggest you try Download Media option to download the setup files for offline installation. Then run the setup file as administrator. Please refer to the blog How to install SQL Server Express edition to get detail steps.
