I would like to know whether we can set up security questions for only B2B Users ?

It means there should be no restriction to on-premises user.

As per the following document, there is no condition which says for specific user type. Looks like security questions can be applied in general.
https://learn.microsoft.com/en-us/azure/active-directory/user-help/security-info-setup-questions

Kindly let me know whether there is any solution to apply only on B2B/Guest Users.

Also, We have a restriction on not to create a new tenant. Guest users should fall into an existing tenant.
On-premises user on the existing tenant should not be asked any security questions.

It would be great if there is any existing API to add those guest users into those Authentication Methods

@Prashu The security questions option in your tenant can only be used for Member users in your tenant. When a Guest user tries to access security info endpoint, he/she would be redirected to his home tenant and will get the options configured in that tenant. If it is an account with @harsh.com .com or @Stuff .com, it will get redirected to https://account.microsoft.com/.
