Base.exe Error Code - Windows Professional 7

I have Windows 7 Professional on a brand new computer 64 bit and one program I installed I get a Base.exe code and windows shuts the program down.  Does anyone have a fix or know what is occurring this?  Removal virus and security software, Run as an Administrator and uninstalled and reinstalled program.  Turned the UAC to Never.  Tried everything that I know and this program runs fine on all my colleague computers but no one has Professional, some have Windows 7 Home, etc.

    Yes , the program is Windows 7 compatible and running on over computers.  The program is Sterling Trader Pro which is used to trade stocks.
