error code 0xc000007b when opening Windows Help and Support

I'm running Windows 7 Home on a HP G71-449WM Notebook PC .

This is a two fold question I guess.  I was troubleshooting my web cam not working and was directed to reinstall a missing mediasmart file to test it since I couldn't locate it.  Tried to do that and it would not install.  Downloaded fine but wouldn't install correctly.

then it suggested I go to Windows Help and Support and when I try to launch that I get the same code, there was an error and the program did not load error code 0x000007b.

How do I fix that?   I'm pretty comfortable troubleshooting on my own but I can't even get to the troubleshooter to do it now.

Any suggestions would be greatly appreciated.

You could also try System Restore to get back to before you downloaded that file.

When installing any software have you tried right-clicking on the shortcut to the program, or the .exe, or Setup.exe, and selecting the "Run As Administrator" option?  Do so even if your user is an Admin.

See if there are any clues in these for your webcam problem.  Is it even listed in the Device Manager?

    I've done a system restore to the earliest point I can with no change.  I'm not sure "when" either of these issues started since I use both rarely.  My web cam is listed on my device manager, I've uninstalled and reinstalled and no changes. The only reason I found the HP Help and Support wasn't working was because I was trouble shooting the webcam.  This is a webcam that came installed on my came preinstalled on my computer.  I should probably split them up and will concentrate on getting the HP Help and Support up and running first.  thanks!

    Hi

    First, scan your computer for Viruses and Malwares.

    If it is clean, or you found some "junk" and it not working after the cleaning....

    Open an elevated command prompt, type in sfc /scannow   and press Enter.

    I'm not sure how to open an elevated command prompt I guess because when I use the command prompt it says I must be logged in as Administrator, which I am, and being running a console session to use the sfc scan...how do I reach the console session?

    some DLLs are mixed in their architecture (32 and 64Bit). Ru nthe sfc scan suggest by Jack, this should fix it.

    Hi

    It should scan the system files and replaces incorrect versions with correct Microsoft versions.

    ***Note, if this process shows too much mistakes and cannot correct them, you will have to reinstall Windows 7.
