Error Message "environment Variable not Found" 32 Bit Vista, Not recognized as administrator too!

1)I am unsure as to what has happened, but in the control panel I am unable to uninstall programs, or use use other options because the error message says theenvironment variable where the item eas created is no longer found.  When I tried to do asystem restore ,I click on the box, and nothing happens. 

2)I am  getting messages telling me I am not recognized as the administrator,  when using theCommand prompt. 

3)Other error messages include something with the system32 message. 

4)My CPU was spiking at 56% yesterday too! 

The only thing I can think of that I had done was to do a disk cleanup.  I have had this system for over 2 years so nothing new.  I don't want to mess things up so can anyone tell me where to begin to fix these issues.  Thank You

·Do you receive the error with system 32 when working with command prompt?

·What is the exact error message you are reciving?

1.    Check the results by running the computer in safe mode with networking. To boot the computer in safe mode with networking:

a.    Restart the computer and press and hold F8 key (Press and hold f8 key before the windows logo).

b.    From the advanced boot option select ‘Safe mode with networking’.

2.    Run System file check scan, it helps in finding issue with system files if any. You may refer the below link: How to use the System File Checker tool to troubleshoot missing or corrupted system files on Windows Vista or on Windows 7: http://support.microsoft.com/kb/929833
