Is it possible that I can only allow static connectors between shapes?
As far as I understand, connectors are "static" when connecting from connection point to connection point.
A connector shouldn't be placed anywhere in a shape in my drawing (dynamic connector), but really only at a connection point.

Except for static connectors, to put the connector at a connection point, you may check whether PaulHerber-6778‘s answers is helpful.

In my opinion, we could not force Visio to use a static connector. It all depends on how you create a connection, such as dragging from one connection point to the other after selecting the connector tool, or from one shape to another.
More information, please refer to the part of Use a static or a dynamic connection in article "All you need to know about Visio desktop connectors".

On the ribbon go to View -> Visual aids -> small arrow bottom right corner -> Snap and Glue
On the Snap To and Glue to turn off all except Connection Points
