what license is required to use Information Protection feature in O365 Compliance Centre

Question

We currently have MS365 E3 license, as an Admin I can see Compliance Centre and Information Protection etc, and able to create sensitivity labels, but are we able to use the Info Protection feature for all users in the company with E3 license?
