If my suggestion does not work, you can also check whether there is a corresponding project templates via the following path.C:\Program Files (x86)\Microsoft Visual Studio\2019\Community\Common7\IDE\ProjectTemplates\VisualBasic\Windows\1033\WindowsApplicationHere is a related document.
And the direct is to reinstall Visual Studio 2019.

Did you restart VS after the initial installation?
And I have some suggestions you can refer to.- Restart VS.
- Open Visual Studio Installer, drop down "More" button and repair your VS.
- Open Visual Studio Installer, modify your installation and reinstall the ‘.Net Desktop Development’ workload.
- If not succrssful, you can try the Hooman's solution.
