Upgraded workgroup Windows 10 computers to 20H2 cannot see user accounts

I upgraded a closed networks two computers from Win10 1909 to 20H2. After the upgrade I didn't notice anything wrong until I noticed I didn't have a mapped drive present. I went to check on the account setting in Local Users and Groups but there aren't any accounts listed there (built in or otherwise) even though I was logged into my account. They were there before the upgrade.

I can see the accounts in both Net user through the command line and I can see the accounts in the administrators group in Groups.

I created another account as a test but it didn't appear in the list but I can log into it and add it in the administrators group even though it wasn't listed (I typed it in).

Is there some that can be done to make all of the accounts appear again or am I out of luck (reload)?

Just to clarify, Local Users and Groups are in computer management and the groups part shows the accounts listed in them but the Local users have no accounts listed anymore (built-in or otherwise).

    Hi,
    You could try the following steps:
    Click the start button and type "Edit Group Policy" and select the control panel option of that name.
    In the left-hand pane, navigate to "Computer Configuration\Administrative Templates\System\Logon" .
    Double click on "Enumerate local users on domain-joined computers" in the right hand pane.
    Turn it on via the "Enabled" radio button.
    Click "OK".
    Check that "Hide entry points for Fast User Switching" is NOT enabled (it can be either enabled or not configured).
    Close the Local Group Policy Editor.
    Check that users are visible in the switch account menu and on the login page.
