When moving an Azure VM from one region to another, such as from South India to Central India, you cannot retain the same public IP address.
Azure public IPs are region-specific and cannot be moved across regions. You will need to allocate a new static IP address in the destination region and update any DNS records accordingly.
While you can use an Azure Resource Manager template to export and replicate the configuration of your public IP in the new region, the IP address itself will be different.
For the hostname configured inside your VM, it can remain the same as it is not tied to the VM's public IP address or its Azure region. However, any external references (like DNS records) to the old IP will need to be updated to reflect the new IP address.
