·         When exactly do you receive the mentioned pop-up?

·         Have you made any changes on the computer prior to the issue?

Follow the suggestions listed below for a possible fix:

**Method 1:**Try performing SFC (System File Checker) scan on the computer.

Method 2: I would also suggest you to scan your computer with Microsoft Safety Scanner, which would help us to get rid of viruses, spyware, and other malicious software.

OK, looks good.  I discovered the problem to be a bad load of Google toolbar.  Un-installed that and the problem cleared up.

Will keep your suggestions for future use if needed.
