delete a VOB file

Question

My son-in-law downloaded a video on my desktop of my grandson. It is a huge file: 53.9 M.B.  I, and computer savvy friends, also, have tried to delete this file. I cannot get rid of it. The green thing keeps moving on endlessly on the "Recycling 1 item" window, however nothing happens--it just keeps moving! Please help me to delete this annoying file, it is slowing down my computer considerably!

Try deleting it in Safe Mode;

And you could try this program, FileAssassin; but I have not used it in your particular situation

Try Shift delete.
