Windows 7 Starter couldn't install Update KB4598500 Support Page (2021-01 .NET Framework 3.5.1, 4.5.2, 4. for Windows 7) 6, 4.6.1, 4.6.2, 4.7, 4.7.1, 4.7.2, 4.8 Safety and Quality Summary), error code 66A.

If you unzim the .msu update package and get several .exe files, run the installation with the message "This update is not for your computer." Contact your technical support, he asked me to post here to inquire. So ask for help.

Please do not say that windows 7 has ended its support because our company purchased your ESU Extension Support Program, and this is the 2021-01 update;

It can be solved by uninstalling the .net framework extended and left the .net client on the server.
Update worked after that and the extended component came back with the latest updates.
