A teacher has raised an Issue with One Note Her students are locked out and can't upload anything It's not syncing and when they click on the details it says there is a permissions error !

According to your description, your issue seems more related to OneNote Book client issue, so we move your tag and add "office-onenote-client-itpro". Hope you get better response!

Did the teacher change the password for account?
Did the OneNote save to SharePoint or local?
Is the Notebook shared with other users?
Try to remove all accounts from OneNote and sign again.
