Do you remember any changes made on the computer prior to the issue?
I would suggest you try the following methods:
Method 1:
Run the network troubleshooter and check the results:

Method 2:
Check the behavior by booting the computer in clean boot state. You may refer the below link on how to configure Windows to start in a "clean boot" state http://support.microsoft.com/kb/929135
If the issue does not persist you may continue with step 2 from the above link.
NOTE:Make sure you reset the computer to normal mode after the troubleshooting completes. Refer the section “Step 7: Reset the computer to start as usual”
