Can an Azure AD global administrator manage selected tenants only?

We want to assign someone in our organization as an Azure AD global administrator but will manage all the tenants except for a few specific users. Is this possible?

    Currently it is not possible, however you can try with some inbuilt or custom roles which suits your need.
