Error installing Java, error 1310

Question

Original title: java is not installing on windows vista. problems began with update 6 I believe.

I run windows vista home premium 64 bit sp2 on dell inspiron 1545 laptop. 

i tried reinstall/unintall reboot many times to no avail. i tried instaling java in IE9 and chrome and as offline exe. 

It first began with update 6 from java, and during the install, it had an error saying something wasn't available. 

The java install hasn't worked since. and the latest update7 also failed. So I managed to copy the errors.

"error 1310.Error writing to file:

C:\Config.msi\4f0660a.rbf.  Verify that you have access to that directory"

It's apparently a hidden folder or something. this message is common in all the installs that went wrong. and when i install as the admin, it also happens.

I tried the verify java version, and i get this error

"jreVerification.class not found"

and when i clicked on more info, and dump system properties, this is the what i got.
