Azure support team not responding for ticket regarding migrating to SSO Azure Authentication

Is it possible that a ticket is taking more than 14 days to get an answer or a support engineer to answer my question? we have paid for the subscription in order to get an answer within 24 hours as the declaimer mentioned in the subscription page,
please note that I'm in a middle of a project and my question isn't answered yet after 14 days which is not acceptable for a paid service and I'm stuck waiting
I'm hoping that someone from Microsoft Support engineers to have a look at my opened ticket and give me an answer ,

    If this issue is causing "moderate impact to your business with loss and degradation of services, but workarounds enable reasonable, albeit temporary, business continuity.", you can try raising the severity of your issue from a C to a B, based off our Severity and responsiveness table.

    @JamesTran-MSFT - I logged a Severity B ticket 29 days ago and have still had no response.... I have been sending messages but still no response..... What can I do?
