0x80070422 -2147023838 ERROR_SERVICE_DISABLED The service cannot be started. If BITS service is disabled by the Administrator, then this error will be seen.

Click on the Start button and select Control Panel, Administrative Tools, Services. Locate Background Intelligent Transfer in the list. Check that it has started and that the StartUp type is Manual. If it is not set to Manual right click and select Properties, General tab. There is a box after StartUp type. The options are available on a drop down by clicking on the arrow down to the right of the box. Make the change and click on Apply and OK. Restart the computer and check whether you can Start it if it has not already started.

If you are still stuck on the problem, I think I have a way to help. I was experiencing the same problem you had and tried everything but had no solution.

Usual responses consist of checking for disabled services under the service tab. ( you can access this by right click on my computer, then select manage, at the bottom expand services, and clicked on the expanded service, then on the right box you will see a list of services)

among the list, you need Windows Update, background intelligent services to be automatic. but whats IMPORTANT was that a lot of people left out windows module installer. That needs to be automatic and started. That was my problem, my Windows Module Installer was disabled. After enabling it the error problem no longer exists and I can update again.

So just make sure that those services, Windows Update, Background Intelligent Service, and Windows module Installer, are set to automatic and started.

Hopefully this will solve you problem! Good luck!

Oh my gosh! This totally fixed the problem! Dell wiped my hard drive to "fix" the same problem just a couple months ago. Turns out, it wasn't fixed at all and now everything updated properly. Thanks!
