Setting up personalized settings for web platform customization

I have Windows 7. It has been working well for several years. windows auto updates. 

Yesterday after an update, the screen went dark except a little screen in the top left that says setting up personalized settings for web platform customization.

I have restored to previous versions and it looked like all was well then when it updated to the new Windows updates it went dark with the little screen. I did a restore from a back up and again it looked like it was going to work but after the updates the same thing again.

I have read the forums and it appears that others have had this problem recently. There were no meaningful and useful responses from Microsoft that I could find.

Please let us know what we can do.

    The easiest solution I found was as follows

    "Hello, I had the same problem with my win7 32bit. But i have a solution that is very simple. 

    1. Press ctrl+alt+delete (all three at the same time.) Wait for a screen to appear with the options lock, log off, change password. 
    2. Select start task manager.
    3. Click on new task...
    4. A new window should appear. There should be a text box next to open. In the text box should be cmd. If it is not there, then type cmd. Then click okay.
    5. Now windows/systemXX/cmd.exe window should be open. Please type shutdown/r . 

    A notification should appear saying windows will shutdown in less than a minuet. After it shutsdown it will restart automaticlly. Log on and windows should start."

    Thank you! Finally a helpful reply! AFter trying many solutions that I found on the net, I uninstalled today's update to IE10, and my Dell XPS is working again! So good to get helpful advice.

    Ideally, you would never, *EVER* use System Restore to "undo" an update, Service Pack, or
    *IE upgrade* (which often leaves the system in a "confused" or "torn" state)! Instead, uninstall the update, Service Pack, and/or IE upgrade & reboot. If that doesn't correct the problem,
    *then* try System Restore.
    
    That being said...
    
    **In the near future (one assumes), Microsoft *should* begin offering home users (only!) no-charge support for IE10 install and uninstall issues. For now, however, you're on your own so your best bet is to hide IE10** (*and[KB2670838](http://support.microsoft.com/kb/2670838) IMHO*) **& stick with IE9 for the time being.**
