I have an old xp laptop with a product key... it broke. is the an iso file for windows xp with sp3 that i can download and install?

Windows XP ______ Edition?

There is no end-consumer level legitimate place to download Windows XP ISO images.  If you have a n IT professional friend or something, you can borrow the CD from them - if it is the same edition and license type as your product key allows (likely OEM.)  [Although you can create a Windows XP CD that will accept the OEM product key as well as a retail one, etc.]
