Do you want to install Project desktop client.
If my understanding is right, I would suggest you use ODT and configuration file to install Microsoft Project 2019. But please note, this product is not free, if you want to use it normaly, you need to activate it.
Steps
1 Download ODT and and then run the self-extracting executable file.
2 Prepare the configuration file (.xml file) and put it with ODT in a same folder.
Which version of Project 2019 do you want? I will choose retail Project Professional 2019 as an example, and the language is English.

3 Run Command Prompt as administrator, enter the path of ODT executable (setup.exe) via cd
command.
Enter setup.exe /configure <.xml file>
Then the Project 2019 would be installed.
