Is it good practice to assign a Reserved VM Instance to a VPN Gateway VM in Azure? My client setup a managed Cisco Meraki VM Marketplace image as their edge device in Azure and would like to assign a Reserved Instance to it. Thank you.

If it's planned to run a VM a year or 3 years with the same size or same VM series it is good practice to do this with Reserved Instances.

Thank you for your response. So am I to assume that a Reserved Instance is appropriate no matter whether the VM is managed by a third party provider or not?

Reserved iinstances, as far as I know, are related/associated to a VM object based on the SKU itself (not associated to the OS or system that is running on a VM).

To get a 100% guaranteed and valid answer you should ask Microsoft directly (or wait for a statement here from a Microsoft representative).
