Teams Gallery display

Using Gallery view during teams meetings seems inconsistent. I am not interested in together mode or large gallery mode. I rarely have more than 9 people on a call. Together mode is not optimal for my purposes. So, in the standard gallery view I am getting one of two views. Sometimes it always displays 9 tiles and shows only some of the attendees. Other times it automatically adjusts the tiles to the amount of people with their camera on and displays all people with cameras on. But I can't figure out how to make it always behave in that 2nd way. It seems random. I would really like for the standard gallery view to display all the people with cameras on without extra tiles. How can I make it always display in that way?

    Does anyone else have the same issue in your organization?

    Do you mean it sometime will always show 3*3 view in Teams meeting although the attendees no more than 9?

    To narrow down this issue, could you provide some screenshot about this issue?

    By default, the gallery view depends on the number of attendees in your meeting, if you have more than 9 attendees, it will show 3*3 view gallery in Teams meeting. People don't want to fill space with a placeholder of someone not using video so unless video is turned on, they will be listed in the roster and visually you can see them as participants in the meeting at the bottom of your screen. In this case, we recommend you go to Teams web client to see if this issue can be reproduced on the web.

    In addition, please check if your Teams version is the newest.
