External Sharing Error OSE304

Question

I am trying to allow a specific user in my organization to share from their Sharepoint/OneDrive (specifically an excel document) to an external email, and they keep getting the OSE304 error.

Steps taken:

-External sharing settings in Sharepoint set to allow users in specific security groups to share externally.

-Added that user to one of those permitted security groups.

-Checked the user's OneDrive settings to make sure it allows external sharing via the Users section of the O365 Admin Center.

Still getting the error. When I uncheck "allow users in specific security groups to share externally" within the sharepoint sharing settings, the user (and I assume all other users) are able to send to external emails, but I can't leave it set like that for general security & HIPAA compliance purposes. Any suggestions on what else I can do to get this up and running properly with only members of that security group gaining the ability to share externally? (Preferably without making that user an admin of any kind)

Per my test this works fine and only people in the security group can share externally.

Make sure the specific user sharing the file or folder is a member of the security groups under external group settings.

Try to delete the specific user from the group and add it again.

If the issue still exists, switch to another user in the security group, then check whether the user could successfully share externally .
