VB Script WScript.CreateObject("WScript.Shell") 80070005

In Windows RT on a Surface tablet, I'm getting error 80070005 Access Denied in a VB Script while trying to execute 

set WshShell = WScript.CreateObject("WScript.Shell")

I'm using an Administrator account.
