Very slow startup + weird characters

I have 3 servers with those issues. When I reboot a server it takes at minimum 1 hour to have the login screen and sometimes I have random characters in the UI :

I think the issues are due to an update because the servers were working fine when I received them.
I have reinstalled the OS : same issues
DISM and SFC scans : no corrupted files

I have no idea what to do next.

    Hi,
    If this issue started to occur after an update was installed, you could try uninstalling this one update.

    Also try this method to see if the issue persists:

    Change Language settings through Control Panel.

    • Go to Control Panel, click on Clock, Language, and Region.
    • Click Region, then go to Administrative tab.
    • Make sure that English (United States) is displayed under Current language for non-Unicode programs or as per your region. If not change it to the same. If it ask to reboot your PC, do the same.

    Now check if it return back to normal language. If in case you need to make changes to the font and restore it to default, then follow with the below steps.

    • Go to Control Panel, click on Clock, Language, and Region, click Appearance and Personalization, and then click Fonts.
    • In the left pane, click Font settings.
    • Click Restore default font settings. Then restart your PC and check if it take changes.
