    Hi.

I have the exact same problem with my new laptop. I upgraded all apps through my girlfriends account accessing the adminstrator-mode with password.

When  i go my account windows now wants to upgrade all apps again, try to do this but all apps are eiter in hold or after a while responds with same messages as other stated above and the error code. 0x800700b

Clearing the cache like above worked with some apps not all. Problem now is that the apps that failed to update disapeared from the startscreen, but when i go into store it says that i "own" these apps.

This is a windows 8 bug, not a bug with antivirus software, now we have to use for instance netflix through my girlfriends account where the upgrades worked.

    hi,

just been in my Skype settings and its asking for my payment details card/paypal?

so now I'm thinking this is why it won't up date the apps - even though they are free apps.

have tried to contact to Skype with my old existing details rather than this Microsoft a.c details - but doesn't let me :-(

    Hi Jennifer,

Thank you for posting the issue on Microsoft Community.

As per the description of the issue, you are getting error 0x800700b7 when you try to download update from Windows Store.

Please provide me the following information.

    1. What is the exact/complete error message?
    2. Are you getting this error only while updating any particular app?
    3. Have you installed any third party security soft ware on your computer?

Please follow the troubleshooting methods mentioned below.

Method 1: Clear the cache from Windows store

Each time you access a file through your web browser, the browser caches (i.e., stores) it. By doing this, the browser doesn't have to newly retrieve files (including any images) from the remote web site each time you click Back or Forward. You should periodically clear the cache to allow your browser to function more efficiently.

Please follow the steps given below.

    a) Press "Windows+R" key on the keyboard to open Run window.

    b) In the Run window type "wsreset.exe" and then click ok it will clear all the cache in Windows store.

Please try to update the App now once and check for the issue

Method 2: Temporarily disable all the security software and Place the computer in Clean Boot then check if this fixes the issue.

    Step 1:

Temporarily disable antivirus software or any security software installed on your computer temporarily.

Warning: Security software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other software, you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.

    Step 2:

Please follow the steps given below to place the computer in Clean Boot

Perform a clean boot to check if any third party application is causing the issue, as clean boot helps in eliminating software conflicts. Follow these steps given in the link below to start the computer in clean boot.

Note: After you are done with all the steps perform Step 3 to Reset the computer to start as usual.

You can refer to the following link:
